NO! It means you are responsible for yourself and your actions and the actions of your children.
In other words. If you or your kid drowns in a neighbors pool, it is just your own damn bad luck, and your neighbors are not at fault, but you may be held accountable for trespassing, except you are drowned and can not be persecuted because your dead.
